Strategic Plan 2019 – 2022

Our New Focus

Our new focus and Strategic plan has been developed on the basis of an internal and external review of the Parliamentarians for Diabetes Global Network (PDGN) and its activities to date. This included interviews with internal and external PDGN stakeholders and targeted desk research on the current policy and stakeholder environment.

The Context

PDGN is operating in a well-developed and competitive diabetes stakeholder environment with a number of established organisations advocating for improvements in diabetes care. There is a strong belief among internal and external stakeholder groups in the significant value and potential contribution of an organisation like PDGN.

The uniqueness of the organisation is widely referenced by these groups, along with PDGN’s potential to offer a more direct and effective approach to diabetes advocacy. There is also great respect for the knowledge and experience of PDGN’s leaders among these key stakeholders.

While PDGN’s leadership and support have resulted in some important achievements for diabetes – including developments in Morocco, Australia, Scotland, Malta and Lebanon – these have not always been fully recognised or valued among PDGN’s key stakeholders.

PDGN recognises that there is a need for change if it is to succeed in its mission to drive improvements in diabetes care. There are opportunities and support for this change both within and outside the organisation with some clear and consistent proposals for improvement coming from PDGN’s key stakeholders.

The PDGN strategy for the next three years, therefore, aims to build on these proposals and to provide a clear roadmap to deliver this transformation.

Strategic Goals

To ensure that PDGN is focused on delivering specific and successful outcomes, the following strategic goals will be central to the new PDGN strategic plan.

● A greater profile for diabetes – increased prominence of diabetes on the political agenda of national Parliaments through a variety of channels (questions, speeches, meetings and events, policy debates etc.)

● More policies for diabetes – new national policies for diabetes and its comorbidities developed and implemented by governments, and/or diabetes addressed in relevant health-related policies

● Increased funding for diabetes – new resources allocated by national governments to the prevention, early detection, treatment and research of diabetes and its comorbidities

Vision and Mission

Vision: A strong and empowered political community fighting for people with diabetes and its comorbidities.

Mission: Enabling Parliamentarians around the world to make a positive political impact on the prevention, early detection and treatment of diabetes and its comorbidities.

To fulfill this role as an “enabler”, PDGN has identified the following key responsibilities for the organisation:

● To encourage and support Parliamentarians in becoming diabetes champions

● To inform and educate Parliamentarians on the challenges of diabetes (and potential solutions)

● To inspire and motivate Parliamentarians to advocate for diabetes and hold governments to account – by raising awareness and putting issues on the agenda, shaping legislation and changing budget lines

● To assist Parliamentarians in communicating with colleagues, sharing ideas and best practice

● To facilitate partnerships between Parliamentarians and other stakeholder groups

3 Key Objectives

1. Establish a strong global network of diabetes parliamentary champions – “RECRUIT & RETAIN”

2. Engage the global network and promote policy-focused action on diabetes – “INFORM & INSPIRE”

3. Create a sustainable network and mechanism for advocacy through cross-party Parliamentary groups – STRENGTHEN & SUSTAIN”
